Xavier oversees all legal matters of the Foundation.

Prior to joining the Foundation in 2019, Xavier was the Vice President for Finance and General Counsel at the Houston Endowment, a private foundation with assets of more than $1.8 billion. Xavier also served as Senior Counsel for Finance at Plains All American Pipeline and spent seven years as an attorney at Vinson & Elkins, with principal areas of practice including healthcare finance and tax-exempt finance. He was named a “Texas Rising Star” three times by Texas Monthly.

Xavier has a Bachelor of Business Administration in Accounting, a Master in Professional Accounting, and a Doctor of Jurisprudence from the University of Texas. Xavier is also a licensed Certified Public Accountant.
