Xavier Peña is Executive Vice President & General Counsel at St. David’s Foundation. Xavier manages all legal matters of the Foundation, Human Resources, and supports the President and CEO and St. David’s Foundation Board of Directors. Prior to joining the Foundation in 2019, Xavier was the Vice President for Finance and General Counsel at the Houston Endowment. Xavier also served as Senior Counsel for Finance at Plains All American Pipeline and spent seven years as an attorney at Vinson & Elkins, with principal areas of practice including healthcare finance and tax-exempt finance. He was named a “Texas Rising Star” three times by Texas Monthly. Xavier has a Bachelor of Business Administration in Accounting, a Master in Professional Accounting, and a Doctor of Jurisprudence from the University of Texas, in addition to being a licensed Certified Public Accountant.
