In May 2024, St. David’s Foundation launched the We All Benefit funding opportunity, focused on increasing access to quality, responsive care by supporting organizations or collaboratives currently enrolling eligible Central Texans in health insurance benefits (e.g. Medicaid, CHIP, ACA) and supporting individuals, the community, or organizations in the eligibility determination and enrollment process through outreach, education, or training.  

A total of $7.4M in funding was awarded through 16 grants. These investments – supporting enrollment efforts at nearly 100 sites – will allow organizations to scale operations and services to immediately reach high-need populations. Grants to collaborations reflect work at the intersection of benefits and clinical and behavioral care, social services navigation, food, housing, and education. Also reflected in this cohort are six new, innovative partnerships that represent collaborations of diverse organizations leveraging combined assets and resources toward enrollment efforts.

Funding Opportunity Overview  

Access to timely, responsive care remains out of reach for many Central Texans, affecting their ability to address health concerns when they arise. St. David’s Foundation is committed to increasing access to quality care, and one key way we aim to do that is by supporting health insurance enrollment efforts in our community. 

During the pandemic, the federal government declared a public health emergency that required continuous coverage in Medicaid across the country. In April 2023, when the federal government’s COVID-19 public health emergency declaration expired, states across the country were left to adopt their own approaches to determine who still qualified for Medicaid coverage. This unwinding resulted in the loss of health insurance for hundreds of thousands of Central Texans, many of whom are children. These community members are navigating an already frustratingly complex process of determining what their options are as they search for health coverage. 

The We All Benefit open call was focused on support for organizations or collaboratives that are currently enrolling eligible Central Texans in health insurance benefits and/or otherwise supporting individuals, the community, or organizations in the eligibility determination and enrollment process through outreach, education, or training. 

This funding opportunity offered two types of grants: 

• Individual organizations will be eligible for one-time grants of up to  $250,000 

• Funding collaboratives across organizations that are already working together to address this issue will be eligible for one-time grants of up to  $1,000,000

Eligibility Requirements

• Operate in Bastrop, Caldwell, Hays, Travis, or Williamson counties.
• Fall into one of the following classifications:
  • A tax-exempt organization under Section 501(c)(3) of the Internal Revenue Code.
  • Using a fiscal sponsor who is a tax-exempt organization under Section 501(c)(3) of the Internal Revenue Code.
• Statewide and national organizations not headquartered in Central Texas must be able to demonstrate meaningful partnerships with local organizations and communities to have an impact in our five-county region and communities. The work must clearly benefit Central Texas residents.
• Evidence of work enrolling eligible Central Texans in healthcare coverage or otherwise supporting individuals, the community, or organizations in the eligibility determination and enrollment process.
