Leveraging evidence to expand the number of individuals covered by insurance, the medical and non-medical benefits covered by insurance, and the ability to access the benefits to which they are currently entitled.

The Foundation’s Community Health Needs Assessment shows that 12 percent of Central Texas residents do not have health insurance, leaving many just one medical emergency away from financial hardship.

The health insurance system can be hard to navigate, especially for people who face language barriers, lack internet access, or have deep-rooted mistrust. Even when eligible for coverage through programs like Medicaid, CHIP, or the ACA, many remain uninsured due to complex application processes, unclear information, or fear of engaging with public systems.

Enrolling in health insurance not only improves health outcomes – it can also connect families to other essential benefits that can support both their health and economic needs.

Driving Impact

By 2030, St. David’s Foundation envisions a region-wide collaborative infrastructure that empowers Central Texans to enroll in and access the health insurance and public benefits for which they are eligible.

Approach

St. David’s Foundation’s approach is centered on supporting service delivery and developing capacity to enhance access to health and other public benefits.

We will invest in:

  • Organizations that provide direct enrollment services
  • Improving coordination across systems to create a more sustainable, accessible benefits enrollment ecosystem

While our primary focus will be on health insurance enrollment, we will also leverage opportunities to harness this infrastructure to help individuals access additional supports that promote economic stability—such as the Earned Income Tax Credit, SNAP, and WIC.
